Los Angeles Home Improvement Loans
The Neighborhood Preservation Program (NPP) provides
low-interest rehabilitation loans for Los Angeles City
single-family homeowners with incomes at or below 80% of the
County median income levels. These loans are also available to
owners of apartment buildings in the City of Los Angeles with
low-income tenants.

unless approved by the City Council and the Mayor The interest rate on the loan depends upon the family size and income of the borrower. Interest rates range from 0% to prime rate. ELIGIBILITY REQUIREMENTS All owners of property (one to four units) occupied by low to moderate income households are eligible to participate in the program. All owners of property (five units or more) occupied by low to moderate income tenants are eligible to participate in the program. All loans are to be used for improvements such as flooring; upgrading electrical wiring, heating, and plumbing systems; painting; and repairing or installing new roofs. Necessary adaptations provided to physically challenged individuals such as conversions of ramps, rails, and bathrooms are also eligible improvements. |
